In Brief
Dr. Toro was born and raised in Puerto Rico. He attended catholic
schools for his elementary, junior high, and high schools. He obtained
a Bachelor of Science in Biology from Catholic University of Puerto
Rico. He possesses a Master in Science of Education from Western
Illinois University and he obtained his Ph.D. in 1992 from The
Pennsylvania State University in Curriculum and Instruction with a
concentration in Early Childhood Education.
Dr. Toro began his teaching career in 1976. He was a Math and Science
teacher in Ponce, Puerto Rico. He taught and chaired the departments of
Secondary and Elementary Education at Catholic University of Puerto
Rico where he stayed until 1990. After obtaining his doctoral degree in
1992, Dr. Toro began his work at Elizabethtown College.
Dr. Toro teaches Foundations of Education, Child and Adolescent Psychology, Educational Assessment and Evaluation, and Professional Portfolios. In addition he has been Certification Officer since 2006. His interests include teacher education, assessment and professional portfolios. He has served as a team member for the Pennsylvania Department of Education Major Program Reviews several times and has presented papers in conferences and professional organizations on teacher education. Currently he serves in the Affirmative Action Committee American Educational Research Association.
