Moore studies, teaches, and publishes on the subjects of civic journalism, technology and international communications. He is cofounder of the civic journalism program at Elizabethtown College. He was named a Fulbright Scholar to Zambia, where he served as professor of mass communication at its university and the Zambia Institute of Mass Communication.

Moore is the author of "The Political Reality of Freedom of the Press in Zambia," "Electronic News Gathering: Structure, Form and Production" and the "Manual for Video Production: Techniques and Operations." He has traveled Sub-Saharan Africa extensively and has consulted with numerous media and public relations groups in that region.
