Policy Guidelines

In initiating radiological emergency action, the following policy guidelines apply:

  1. The Pennsylvania Emergency Management Agency (PEMA) in coordination with the Pennsylvania Department of Education has overall responsibility for decisions relative to evacuation and school closing operations during incidents at the TMI nuclear facility. PEMA will provide direction and guidance to College officials affected through respective County Emergency Management Agencies.
  2. In the event a radiological emergency should occur during the time the College is in session, the President of the College is authorized to initiate this Radiological Emergency Response Plan, in coordination with the County Emergency Management Coordinator, and to take such other action as might be required to protect the interests of the College community.
  3. When an emergency is declared and an evacuation is imminent, individuals will not be sent into the EPZ.
  4. Actions and responsibilities of staff and faculty will be carried out under the direction of the Emergency Management Group.
  5. College supplies, equipment and facilities will be used for the welfare of the students and staff. To the degree possible, a record will be maintained for accountability when the emergency has terminated.
  6. Franklin & Marshall College has agreed to serve as a temporary host institution for those students requiring initial housing.
  7. The Emergency Management Committee will provide for periodic (at least annually) updating of this plan and for necessary training of staff and faculty.
