Campus Safety Services, Forms & Policies

Campus Safety handles a wide range of everyday services that help keep life at Elizabethtown College running smoothly and safely. Whether you’re checking in a guest, reporting something lost, or planning to attend an event, this page has the forms, info, and policies you need to review.

Campus Safety is also responsible for managing all aspects of parking on campus, including vehicle registration, parking permits, assigned lot enforcement, and temporary passes for short-term stays.

Forms & Registrations

Campus Safety manages a variety of services to include key and card access to all academic, administrative and residence buildings, ID cards, vehicle registration, and guest registration. In addition, Campus Safety offers bicycle and laptop registration and a method to report lost property.

Students who are hosting an overnight guest need to register them prior to their arrival. Guests under the age of 18 need to be granted permission from the Office of Housing and Residence Life to stay overnight. Bring the confirmation to Campus Safety when your guest arrives, along with photo ID. 

Students who wish to register a vehicle should submit this form. Once the form is submitted, the student must bring the vehicle, current insurance and registration documentation to Campus Safety. Student vehicle registrations are accepted Monday to Friday, 8 a.m. to 3 p.m. All holders of College Parking Decals must review the Parking Rules and Regulations Policy.

Faculty & Staff should visit the Office of Campus Safety to register their vehicles.

Although Elizabethtown Borough does not require bicycles to be registered, Campus Safety encourages all students to keep their bikes secure and register them with the department. Registration will help facilitate the return of a bicycle to its rightful owner in the event that it is stolen.

If you have a personal laptop, you can register it with Campus Safety. If your laptop should get stolen and it is registered with Campus Safety, then we will be able to return it to you if it is recovered.

All Key Request Forms must be signed by an authorizing Department Chair or Supervising Administrator. The Authorizing Signature signifies that the Keyholder has been informed that key(s) are available from Campus Safety 24 hours following the date of the request, and that if keys are not picked up within 15 days of the request, the Keyholder will be assessed a $15.00 re-inventory fee. Keyholders should read the Keyholder Agreement. Keys must be signed for and picked up at Campus Safety.

From vehicle registration to parking assignments and visitor guidelines, our goal is to make sure everyone knows where to park and how to stay compliant with campus policies. General Questions

Students must register their vehicle online (requires Jayweb login). Faculty & Staff should visit the Office of Campus Safety to register their vehicle.

Vehicle registration is included in the comprehensive fee for students.

Yes. Student vehicle registration is only good for one academic year and the registration must be renewed each fall. 

No. Parking is on a first come, first served basis, but finding a parking spot on campus is usually not a challenge. Occasional special events can make parking spaces more difficult to find.

All vehicles must be registered. Vehicles that are not registered will receive an UNREGISTERED VEHICLE ticket. After receiving three unregistered vehicle tickets, the vehicle will be immobilized and will remain that way until the car is registered. 

No, academic standing is determined at the beginning of the fall semester. No change of decals will be made if a student earns credits, changing their academic standing after the fall semester for the current academic year.

Parking Rules & Assignments

The decal color and number, which you receive for your car at registration, denotes your assigned parking area(s). This can be found in the Parking Regulations document.

Resident Students may only register one vehicle at a time. Commuter students can register up to two vehicles. 

Yes. If you change your resident status, you will need to obtain a decal relevant to your status. Your parking assignment will change as well.

Stay inside your vehicle, use your cell phone to call Campus Safety at 717-361-1264 and explain your concerns to the dispatcher. They will assign an escort to safely assist you with a safety ride to your residence hall.

Fees & Billing

The vehicle registration fee helps fund the improvement and expansion of parking areas, in addition to other projects related to the grounds of the campus

Special Cases & Short-Term Parking

Yes. You may still register your vehicle with a temporary plate number. We do request that you email Campus Safety with your permanent plate number once you have received it so that we can update our records.

Yes. A vehicle that will be on campus for more than a day, but less than two weeks, will be issued a "Temporary Parking Permit". This permit can be obtained at the Campus Safety office which is open anytime. Campus Safety is open 24 hours a day, every day of the year.

No. Your parents do not need to be present. However, you must submit a copy of the registration card with the owners information listed on the registration. 

No. Students may only register their own vehicle. Students may not register a vehicle for another student. 

This is not true. Although there is more flexibility with parking on campus for students during the weekend hours (Friday at 4 p.m. until Monday at 2 a.m.), parking is restricted at all times in the following parking lots:

  • Brinser Lot (Lot #14) - This lot is reserved at all times for employee parking only.
  • Bowers Center Lot (Lot #18) - This lot is reserved at all times for employee parking only.
  • Admissions Lot (Lot #1) - This lot is reserved at all times for prospective students & families only.
  • Campus Safety Lot (Lot #11) - This lot is reserved at all times for Campus Safety vehicles and parties having business with Campus Safety.
  • Church of the Brethren Lot (Lot #13) - Staff, Seniors, Juniors & Commuters are permitted to park here from 6 p.m. Sunday until 6 p.m. Friday. All College vehicles must be removed by 6 p.m. Friday.
  • All Spaces Designated As: Reserved, Service Vehicles, Handicap, Visitor

Visitors may park in any space on campus other than those places that are designated as "Reserved", "Service Vehicle" or "Handicap". Overnight guests must be registered with the College through Jayweb and will receive a parking pass to display in their vehicle during their stay from Campus Safety.

Junior and Senior students who reside in Royer, Schlosser, Ober, Myer, or an ILU, qualify for Zone 2 parking privileges. Because Zone 2 priviledges are based on housing assignments, these decals carry an expiration date and must be renewed annually. Zone 2 stickers are available available to employees by request. There is no additional charge for a Zone 2 decal. 

Event Bag Policy

Select Elizabethtown College campus events that host an external speaker(s) or performer(s) will operate under a Clear Bag Policy, which prohibits guests (including Etown students, employees, and campus visitors) from bringing large bags inside venues for events in accordance with event guidelines and security best practices. To expedite the implementation of this policy, we ask that attendees adhere to the following guidelines.

Guests should be prepared to have all hand-carried items open and ready for inspection. Hand-carried items include, but are not limited to, bags and purses that meet the following criteria:

  • Each person may have one clear bag no larger than 12"x 6"x12" that is constructed of plastic, vinyl, or PVC.
  • In addition to or in place of the clear bag, one hand clutch/wristlet/small purse, with or without a handle or strap, and not exceeding 6.5"x4.5" is permitted.
  • Elizabethtown College is inclusive and family-friendly, so exceptions for bag sizes are as follows: A medical needs bag and/or a parenting needs bag. These bags are subject to a physical search.
  • Visitors from the community will be asked to return non-approved bags or other prohibited items to their vehicle prior to entry. There is no check-in location for prohibited bags.
  • Elizabethtown College students who bring large bags (i.e. backpacks) will follow the Event Space policies and store their items in the assigned areas of the venue.
