Campus Safety Reports and Resources

At Elizabethtown College, we are committed to transparency, accountability, and the safety of every member of our campus community. The Office of Campus Safety provides access to a range of reports, safety logs, and legal resources to help you stay informed, empowered, and protected.

On this page, you'll find our federally mandated Clery Act Annual Security and Fire Safety Report, the Daily Crime and Fire Log, Campus Hazing Transparency Report, information about Campus Safety Authorities (CSAs), and additional resources and information.

Clery Act & Fire Safety Report

The Clery Act

The Jeanne Clery Disclosure of Campus Safety Policy and Campus Crime Statistics Act is a federal law that requires colleges and universities to disclose certain timely and annual information about campus crime and security policies. All public and private institutions of postsecondary education participating in federal student aid programs are subject to it. The Clery Act was signed into law in 1990 as the Crime Awareness and Campus Safety Act of 1990. Amendments to the Act in 1998 renamed it in memory of Jeanne Clery, who was murdered at Lehigh University in 1986. The law was supported by Jeanne's parents, Howard & Connie Clery, who also founded the non-profit Security On Campus, Inc. in 1987, which is now known as the Clery Center.

Annual Security & Fire Safety Report

Each institution of higher education in the Commonwealth of Pennsylvania is required to annually publish specific data relating to the number per capita rate of certain types of crime reported to have occurred at the institution, and the security measures that are in place to reduce the risk of criminal victimization for members of the community. Additionally, this report addresses the requirements of the Jeanne Clery Disclosure of Campus Safety Act. Elizabethtown College's Clery Committee meets periodically throughout the summer and early fall to review appropriate resources from the Clery Center, develop an outline for the report, and evaluate and revise report content as needed, and publish the report no later than October 1.

Daily Crime & Fire Log

Campus Safety maintains a combined Daily Crime Log and Fire Log of all crimes, fire-related incidents, and other serious incidents that occur on campus and have been reported to the Elizabethtown College Office of Campus Safety. The daily crime and fire log includes the date and time the report was received, the date and time the incident occurred, the nature of the offense, the location of the offense, and disposition if available. The log can be viewed at the Campus Safety Office during regular business hours (8 a.m. - 5 p.m. Monday to Friday, except Holidays), 605 South Mount Joy Street.

About The Daily Crime & Fire Log

The Crime and Fire Log is updated on a daily basis or as needed. It provides details about crimes that have occurred on campus and have been reported to the Elizabethtown College Office of Campus Safety. The log also includes fires that have been reported to Campus Safety that have occurred in on-campus housing facilities.

The Logs are presented by month and are listed in chronological order, with the most recent occurrences located at the bottom of the list for each month. Hard copies of the Crime and Fire Log are available at 605 Mt. Joy Street during normal business hours.

Daily Crime and Fire Log case numbers do not run sequentially. The Office of Campus Safety assigns a case number for reports of all incidents. Only case numbers associated with a crime or fire appear on the Crime and Fire Log.

Entries that start with a case number of "NA" involve information received from College employees that do not work for Campus Safety but who are defined by federal law as Campus Safety Authorities. In these incidents, the victims did not file official reports with Campus Safety and it is therefore not always possible to provide information regarding the five areas typically covered in the crime log (i.e. Nature/Classification, Date Reported, Date Occurred, Time, General Location, Disposition). These incidents are reported to Campus Safety for statistical purposes and are posted to the Crime Log when the information is received by Campus Safety.

For all other cases, the disposition of the case is listed. The disposition of the case provides information about the current status of a case or investigation.

According to Federal Law, an institution may withhold any of the required fields of entry (nature, date, time, location, disposition) if any of the following apply:

  • The disclosure is prohibited by law.
  • It would jeopardize the confidentiality of the victim.
  • It would jeopardize an ongoing investigation or safety of an individual.
  • It would cause a suspect to flee or evade detection.
  • It would result in the destruction of evidence.

Additionally, under Pennsylvania state law, when an arrest occurs on campus the names and addresses of persons arrested and charged and the charges filed against those persons must be disclosed. When available, a description of the disposition of the charges filed will also be disclosed.

  • Pending Investigation: The case is currently being investigated by Elizabethtown Campus Safety.
  • Referred to EPD or EBPD: The case is being investigated by the Elizabethtown Police Department.
  • Referred to NWRPD: The case is being investigated by the Northwest Regional Police Department.
  • Referred to Outside Agency: The case is being investigated by a law enforcement agency other than EPD. The specific agency will be identified.
  • Referred to SRR: Forwarded to the Office of Student Rights and Responsibilities to determine if there was a Code of Conduct violation.
  • Case Closed with arrest: The subject(s) has been arrested.
  • Case Closed: No Leads: Case has no solvability.
  • Suspended: Investigation suspended.

Stop Campus Hazing Act

The Stop Campus Hazing Act (SCHA) is a piece of legislation that became law in December 2024 that requires, among other things, institutions develop and distribute a Campus Hazing Transparency Report (CHTR, or “Report”) and report hazing statistics in the Annual Security Report as required by the Clery Act. Campus Security Authorities

According to the Jeanne Clery Disclosure of Security Policy and Campus Crime Statistics Act, Elizabethtown College is required to disclose: "Statistics concerning the occurrence of certain criminal offenses reported to local law enforcement agencies or any official of the institution who is defined as a ‘Campus Safety Authority."

CSAs are individuals involved in campus Safety or who have significant responsibility for student and campus activities. Elizabethtown College has designated nearly all full-time and part-time employees as CSAs, including but not limited to:

  • Athletics Staff
  • Faculty Advisors
  • Resident Assistants
  • Peer Mentors

The following are not considered CSAs:

  • Campus physicians or nurses solely providing medical care
  • Pastoral or professional counselors acting in those roles

Some students may be more comfortable reporting incidents to campus staff than to Campus Safety or police. Including non-Safety staff ensures better accessibility for students to report concerns.

  • Call 911 and Campus Safety at 717-361-1111 in emergencies
  • Share the information exactly as reported
  • Do not investigate or try to confirm whether a crime occurred
  • Let the person know that you are required to report it
  • Offer support and connect them with campus resources

The following crimes must be reported if shared in good faith:

  • Murder / Non-Negligent Manslaughter
  • Manslaughter by Negligence
  • Sex Offenses (Rape, Fondling, Incest, Statutory Rape)
  • Robbery
  • Burglary
  • Motor Vehicle Theft
  • Arson
  • Aggravated Assault
  • Domestic Violence
  • Dating Violence
  • Stalking

Also report crimes motivated by bias against:

  • Race
  • Religion
  • Gender
  • Gender Identity
  • Sexual Orientation
  • National Origin
  • Ethnicity
  • Disability

Megans Law & Title IX

Megan's Law: Information on Registered Sex Offenders

Pennsylvania's Megan's Law, 42 Pa.C.S. 9799.1, requires the State Police to create and maintain a registry of persons who reside, work, carry on a vocation, or attend school in the Commonwealth of Pennsylvania and who have either been convicted of, entered a plea of guilty to, or adjudicated delinquent of certain sexual offenses in Pennsylvania or another jurisdiction. Additionally, the Pennsylvania State Police is required to make certain information on registered sex offenders available to the public.
